to make the line streaks your going to want to use the pen tool and click the path channel. From there click stroke path and make the streak for you!
to make that glowing ball in the picture go to filter>render>lens flare> and movie prime
all of this is described way better in the tutorial..
heres an example of what I completed in the first few steps.. My final product is on my home computer so I can't post it now..
