1) Create a square document in photoshop. (300x300 , 600x600 ect..)
2) Select the paint bucket tool and fill the background completely black.
3) Select the rectangle tool (make sure it is on "Fill Pixels", so that when you make a rectangle with the tool, it is completely filled) and create a white, vertical rectangle, with the same height as the black background, and the the base of the rectangle about 10% of the length of the base of the black background.
Step 3 is kind-of confusing. Basically, you have a big black background and on the left side of the image, a very tall, white rectangle with a very small width, overlapping the background. Like I said before, the width of the tall white rectangle is about 10% of the actual base of the image. So if you have a 600x600 image, you want about a 80x600 white rectangle, on the left side.
4) Assuming you got past step 3, you will go to filter -> stylize -> wind. In that same box, at the bottom of it, select "From The Left", since the white rectangle we drew is on the left.
5) Next we are going to rotate the image to the top of the screen; so, image -> image rotation -> 90 degrees CW
6) Next we are going to create the actual bullet. Go to filter -> distort -> polar coordinates
7) Now that the bullet has been made, you can enhance the edges of it, making it more realistic and detailed, by going to filter -> sharpen -> sharpen edges
