Highlights on the top part of the hair:
1. use the Dodge Tool at 30% to make the hair shinier2. use the Sharpen Tool to sharpen parts of the hair
3. create a new layer
4. on the new layer, at the top part of the hair, use the polygonal lasso tool to make sections of hair you want to have highlights, and fill the sections with the color you want using the paint bucket tool.
5. remove the selection with command+D, and then on the filter menu, click gaussian blur, and set it to about 2,3
6. change the layer mode to overlay
7. duplicate the layer using command+J, and change the opacity of the duplicate layer to about 20%
Highlights on the bottom part of the hair:
1. create a new layer
2. on the new layer, use the polygonal lasso tool to select portions of the hair, and fill them using the paint bucket tool, the same way you did in step 4
3. remove the selection with command+D, and under the filter menu, select gaussian blur, and set it to about 13,8
4. change the layer mode to soft light
5. duplicate the layer with command+J
6. on the duplicate layer, set the opacity to about 60%
**note: the numbers for the gaussian blur, and opacity percents are estimates, and may vary for different hair colors.
