steps:
1.) set your backround to black and make your text white.
2.) command + A, command + shift + C, command+V.
3.) rotate image 90 ccw
4.) Filter+stylize+wind then hit OK and command f twice.
5.) Filter+blur+gaussian blur and put it at about 3
6.) command+U click colorize then set the top bar to 45 and the second bar to 100.
7.) copy the layer then bring up the hue and saturation up again and don't hit colorize put the top bar to -38.
8.) double click the layer than put its blend mode to color dodge
9.) you can either leave it like that or you can go to Filter+liquify and play around.
10.) if you choose to keep going then you can now play around with the opacity and i would put it at around 60%
