This effect consists of many different steps. The background is primarily created using filter->render->clouds in different colors, opacities, and layers. The figure is cut out of another picture using the pen tool and placed under a clipping mask to create the black silhouette. Finally, the additional effects such as lines and sparks are created with different versions of the brush tools and effects under the filter menu.
